You do use subjunctive with il est probable que.
In the 2nd edition of French Grammar and Usage by Roger Hawkins and Richard Towell, they explain that with impersonal subjects such as il est probable que or first person uses such as je crois que, it relies on the speaker being the one expressing probability and their belief of its likelihood, which is followed by indicative not subjunctive.
Il est possible -it less likely, unknown and doubtful and will be used with the subjunctive.
